REQ-016: client token 발급 경로 코드 폐지

Intent

• dcy-003 옵션 B 결정으로 client token이 v1 portfolio mutation에서 거부되며, dcy-004 OQ-8 결정으로 user 자동화 use case는 admin 발급 service token으로 흡수된다. client token 발급 경로 자체를 코드에서 폐지해 토큰 surface를 session/service/env 3종으로 축소하고 발급 경로 중복을 제거한다.
• DATA-1 inventory(2026-05-20) active client token 0건 확인됐으므로 즉시 코드 폐지로 진행하며 별도 revoke 스크립트나 grace period 운영 없이 release 단계에서 직접 제거한다.

Requirement

• POST /auth/tokens HTTP route(app/api/auth_routes.py:100-122), app/services/auth_service.py:issue_client_token, app/schemas/auth.py:CreateClientTokenRequest/IssuedClientTokenResponse, 관련 헬퍼·테스트를 모두 제거한다.
• HTTP 호출 시 라우트가 등록되어 있지 않아 FastAPI 기본 404 응답을 반환하도록 한다(별도 405 처리 추가하지 않음).
• 폐지 release 직전 SELECT COUNT(*) FROM auth_tokens WHERE token_type='client' AND revoked_at IS NULL 재확인을 release plan에 포함하며, >0이면 발급 사유 조사 후 release 보류 또는 즉시 revoke 처리한다.
• 토큰 분기에서 token_type='client'는 더 이상 발급될 수 없으므로 dcy-003 FR-1/3/4/5의 게이트는 자연 유효한 상태로 유지되되 게이트 자체는 제거하지 않는다(env token 침투 방어).

Acceptance Criteria

1. Given codebase grep grep -rn "issue_client_token\|CreateClientTokenRequest\|IssuedClientTokenResponse", When 본 REQ 구현 후, Then 결과는 0건이다.
2. Given POST /auth/tokens HTTP 호출, When 본 REQ 구현 후, Then HTTP 404(또는 FastAPI 기본 not-found 응답)가 반환된다.
3. Given 폐지 release 직전 DATA-1 재확인 쿼리, When 실행, Then COUNT = 0 결과가 release plan evidence로 첨부된다.
4. Given dcy-003 신규 REQ들의 token_type 게이트 회귀 테스트, When 본 REQ 구현 후 재실행, Then 모두 통과한다(client token 발급 불가에 따른 회귀 없음).

• DATA-1 inventory(2026-05-20) active client token 0건 확인됨. 발급 보유자에 대한 별도 통보 절차 불요.
• 토큰 surface 3종(session/service/env)으로 축소 후 user 자동화 use case는 admin 발급 service token으로 흡수(dcy-004 OQ-8 결정).
• dcy-003 OQ-5 결정의 token_type 게이트는 본 REQ 구현 후에도 코드에 유지(env token 외부 침투 방어).
