+## Requirements
+
+1. buy/sell intent는 `venue`를 선택적으로 받으며 미지정은 KRX다.
+2. KRX/NXT/SOR 외 값은 슬롯 전이 전에 `invalid_venue`로 거부한다.
+3. venue는 intent log, pending slot, `OrderRequest`, timeout/operator cancel에
+   동일하게 전달한다.
+4. INACTIVE 복귀 시 venue는 KRX로 초기화한다.
+5. 기존 venue 미지정 전략과 KRX 테스트는 변경 없이 통과한다.
+6. PostgreSQL migration은 기존 행을 KRX로 안전하게 backfill한다.
