docs(srs): REQ-029 CHG-04 — orb-v1 snapshot consumption note

Record that the first strategy (orb-v1) queries view=buyable without a
strategy_key, so missing PortfolioItem strategy fields are harmless for the
single-strategy stage. Documentation-only; REQ-029 stays Implemented.
