REQ-124: intent venue persistence and execution

Requirements

1. buy/sell intent는 venue를 선택적으로 받으며 미지정은 KRX다.
2. KRX/NXT/SOR 외 값은 슬롯 전이 전에 invalid_venue로 거부한다.
3. venue는 intent log, pending slot, OrderRequest, timeout/operator cancel에 동일하게 전달한다.
4. INACTIVE 복귀 시 venue는 KRX로 초기화한다.
5. 기존 venue 미지정 전략과 KRX 테스트는 변경 없이 통과한다.
6. PostgreSQL migration은 기존 행을 KRX로 안전하게 backfill한다.
