+`dashboard/auth_server.py`의 login 경로와 authentication source를 검사하여 `enforce_failed_login_delay`가 credential 실패 분기에만 호출되고 failure counter·lock state가 없음을 확인한다. `tests/test_dashboard_authentication.py`의 `test_failed_login_delay_waits_only_for_remaining_minimum_duration` 및 `test_failed_login_delay_does_not_sleep_after_minimum_duration`, 그리고 `tests/test_dashboard_auth_server.py::test_successful_login_sets_hardened_24_hour_cookie`를 실행한다.
