Prepare v0.1.4 for the Dashboard menu-transition fix and align all k3s image templates.

Verified: Ruff; pytest (149 passed, 4 skipped); Dashboard ASGI HTTP smoke; DB safety smoke; strict Kubernetes 1.30 validation; ARM64 non-root/read-only-root image smoke; independent review.
