Prepare v0.1.8 with additive schema-15 compatibility, lossless historical-data migration, restored legacy APIs, immutable settlement history exposed through MCP and Dashboard, and aligned Kubernetes image references.

Verified before PR: Ruff; pytest 636 passed, 4 skipped; Dashboard HTTP and DB safety smoke; Kubernetes 1.30 validation; linux/arm64 non-root, read-only-root, SQLite smoke; independent security/logic review passed.
