Prepare v0.1.3 for the persistent Dashboard authentication release. Align source and container Dashboard smoke gates with the production Uvicorn ASGI wrapper, and update the k3s image template.

Verified: Ruff; pytest (118 passed, 4 skipped); Dashboard ASGI HTTP smoke; DB safety smoke; strict Kubernetes 1.30 validation; ARM64 non-root/read-only-root image smoke; independent security and logic review.
