Flow: bootstrap baseline initialization
- StagePilot assets are installed into the host repository.
/bootstrap-baselinecollects the minimum declaration set and writes.stagepilot/bootstrap/baseline.yaml.- baseline docs and active index skeletons are rendered from that seed.
- The repository becomes ready for the first real Discovery.
Flow: planned host runtime
- Operator starts
