REL-008 초안 시 BAT-042(dcy-028 strategy-state/#26)·BAT-043(retryable/#27)을 주제 기준으로 제외했으나, 단일 main 브랜치 배포(HEAD 통째)에서는 이미 운영에 동반 배포된 release-candidate 배치다. "남아있는 배치 전부를 REL-008로" 지시에 맞춰 포함하도록 정정. - Included Batch: BAT-044/045/046 → BAT-042/043/044/045/046 - BAT-042/043: release-candidate → released - 마이그레이션 014/015는 BAT-042 소속으로 명시, 거버넌스 갭 해소 - 코드/운영 변경 없음 — 문서(release scope) 정정만. 재배포 불요.
