issue #18(슬롯별 entry_count + closed 슬롯 재할당)을 Discovery 로 정리·확정.
OQ-1(entry_count=daily_slot 단독, daily_symbol_entries 와 분리)·OQ-2(tie-break:
entry_count→updated_at→slot_id)·OQ-3(closed 직접 후보, closed→pending_buy 신규
전이, →pending_buy 시 +1) 사용자 결정 반영. daily_symbol_entries 제거는 별도
REQ-002 change-req 트랙. confirm-discovery 게이트 통과 → confirmed.
